INTERNATIONAL TELECOMMUNICATIONS UNION
With the rise of the digital age, telecommunications have never been more advanced, with billions of messages and emails sent across the world in a matter of mere seconds. However, regulations have failed to catch up. The International Telecommunication Union is the primary regulatory agency for such services around the world, with a history older than the United Nations itself. It deals with global radio spectrum regulations, satellite communications, and access to global broadband. With thousands of companies and hundreds of nations involved, each actor has brought a different view of what progress should look like, and thus a different agenda to push. This committee will challenge delegates to think about the future of a free and open internet; the topic of net neutrality, and whether Internet service providers are obligated to treat it as sacrosanct. Further, digital health faces numerous challenges following the COVID-19 pandemic. E-health services have exploded in popularity—even though the pandemic may have faded away for some, e-health services have not. The decisions that delegates make will be felt for decades to come and either propel the internet and healthcare to a new age of prosperity, or lead to the weakening of the worldwide web as a whole.

HONORARY CHAIR
Dr. Noah Luo
Dr. Noah Luo is a distinguished expert in telecommunications and information technology, and he currently serves as the chair of the United Nations’ ITU-T Study Group 21. With extensive experience in global ICT policy, network development, and digital infrastructure, he plays a key role in shaping international standards for emerging technologies. His work focuses on fostering innovation, ensuring interoperability, and promoting digital inclusion worldwide.
Today, Dr. Luo leads the UN’s effort to improve and enhance healthcare technology, and through the ITU, regularly consults for and advises the WHO on healthtech policy and technical specifications. As a leader in the ITU, he collaborates with industry stakeholders and policymakers to address critical challenges in the evolving digital landscape, making his expertise invaluable to discussions on global connectivity and technological advancement.

Aaron Freedman
Aaron Freedman (he/him) is a third-year student at The Queen’s College, Oxford, and is studying Japanese and Mandarin. He is currently focused on historical linguistics with the aim of translating ancient poetry for a modern audience. As someone who takes pride in enabling debate and discussion, Aaron quickly fell in love with chairing with Oxford Global. Most recently, Aaron chaired SPECPOL, one of the largest committees at OxfordMUN 2024 with over 150 delegates. Outside of class, Aaron dances at the Salsa Society, and is slowly working through every café in Oxford in an attempt to find the city’s best sandwich. He is very much looking forward to meeting all of you at the Canada conference.
